INGENUITY Experience. Howlie R. Davis brings 30-plus years of experience in advocacy services, intergovernmental affairs, and diversity engagement for corporate and non-profit entities to his role as Senior Advisor of Strategic Growth & Development. Davis advises and assists in the expansion of our markets and geographic locations by advising firm leadership on government affairs, business development, and political/community engagement.  Davis previously served as Vice President for JACOBS Engineering Group; Senior Vice President, Government Relations & Washington D.C. Office Managing Director for CH2M (HILL); and Managing Partner for Washington DC office of Public Private Partnership (PPP), Inc.

During his public policy tenure, Davis held positions with the Obama/Biden Presidential Transition Team and the Administration of President William J. Clinton, serving in the White House Office of Public Liaison, the Office of Presidential Personnel, and the U.S. Department of Energy.

Education. Davis attended the prestigious Morehouse College in Atlanta, GA.

Involvement in Community. As a respected and effective political strategist, Davis is a veteran of numerous local, state & national political campaigns and organizations.
